US and China hold frank trade call ahead of Shenzhen APEC
Bessent, Greer and He Lifeng held a call on Friday, November 7, to review the past year's trade commitments. The US pressed China to fully and promptly implement its commitments and raised concerns about recent Chinese actions, while Beijing voiced serious concerns about new US restrictive measures and both sides agreed to manage differences. A meeting between Trump and Xi is expected at the APEC summit in Shenzhen on November 18 and 19, but no trilateral talks have been confirmed.
China threatens countermeasures as EU readies a market-protection kill switch
Chinese Ambassador to the EU Cai Run said on November 5 that Beijing will take countermeasures if the EU adopts restrictive or discriminatory measures. The European Commission is developing a tool to swiftly restrict imports in cases of severe market disruption, with Trade Commissioner Šefčovič saying the proposal would come by year-end, and EU leaders have also asked for quotas and tariffs on Chinese chemicals and machinery. The moves come despite a preliminary EU-China trade deal reached on October 10 that includes lower tariffs on some European goods and measures on rare earth supply.
Reports of a possible large unannounced PLA exercise around Taiwan
A joint AEI and ISW update dated November 6 assesses that the PLA may be running a major unannounced exercise simulating the encirclement and isolation of Taiwan, involving the Eastern, Northern and Southern Theater Commands. Taiwan's Ministry of National Defense reported 49 Chinese military aircraft and six warships in the 24 hours before November 4, which analysts described as heightened gray-zone activity. Note that the AEI/ISW item is think-tank analysis rather than an official PRC or Taiwan announcement.

Beijing steps up Middle East diplomacy with Iran, Saudi Arabia and Oman
Wang Yi met Iran's deputy secretary of the Supreme National Security Council and Saudi Arabia's national security adviser in Beijing on November 2, calling for political solutions and dialogue. Xi separately hosted Oman's sultan, the first visit to Beijing by an Omani head of state since ties were established 48 years ago. The foreign ministry said on November 3 that China would step up communication with Saudi Arabia, Iran and other regional states, and China announced that special envoys would visit the Middle East and Africa later this month.

State Council calls for steadier stock market and fiscal-financial coordination
At a State Council executive meeting chaired by Premier Li Qiang on November 6, leaders called for better capital market stabilization mechanisms and stronger internal stability in the stock market. The meeting also stressed using policy funds to boost domestic demand, defusing local government debt and small-bank risks, and studying next year's economic work. Bloomberg notes this follows a series of support measures from financial regulators.
MFA blames Japan for serious strain in China-Japan ties
At its November 6 briefing, the foreign ministry said the current serious difficulties in China-Japan relations were entirely the responsibility of the Japanese side. It tied this to remarks made by Japan's leader about a year ago on Taiwan, which Beijing said signaled potential military intervention. The statement adds to recent Chinese pressure on Tokyo over Taiwan.
US extends suspension of BIS affiliates rule to January 10
The Bureau of Industry and Security issued a final rule extending the suspension of its 50 per cent affiliate rule until January 10, when the current US-China trade truce also expires. The move comes ahead of a new round of bilateral trade talks in Shenzhen later this month, where Vice Premier He Lifeng is expected to meet Treasury Secretary Bessent. The affiliates rule had prompted Beijing to expand its rare earth export controls last year.

China rebukes UK over AI hacking allegations; draft tech export controls open for comment
The foreign ministry on November 4 accused the UK of politicizing cybersecurity and using hacking allegations to curb China's AI development, calling the accusations baseless. Separately, reporting says China published draft export controls on 40 strategic technology systems, 23 of them tied to AI, with public comment open until November 15. The draft-control detail comes from a secondary report and has not been checked against an official Chinese text.
Official Q3 data: GDP 4.5%, but investment and property weak
The NBS reported third-quarter GDP growth of 4.5 percent and 4.6 percent for the first three quarters, with the full-year target range of 4.5 to 5 percent. Fixed-asset investment fell 7.2 percent in the first nine months, and property development investment fell 20.6 percent. NBS October activity data is due on November 16.
Commercial launch cadence continues in early November
A NASASpaceFlight preview listed a Kinetica-2 launch from Jiuquan on November 3, a Long March 12 (CZ-12) launch from Wenchang's commercial pad scheduled for November 5, and a Ceres-2 solid rocket from Galactic Energy on November 6. I could not confirm whether these launches took place or succeeded.
Wang Yi met Iran's deputy secretary of the Supreme National Security Council and Saudi Arabia's national security adviser in Beijing on November 2 and urged a political solution to the Middle East conflict.
Xi hosted Oman's Sultan Haitham, the first Omani head of state visit to Beijing since diplomatic ties were established 48 years ago.
Wang Yi chaired the 11th Lancang-Mekong Cooperation Foreign Ministers' Meeting in Beijing on November 3 and 4, and co-chaired the 37th APEC Ministerial Meeting by video on November 3.

At the November 6 executive meeting, leaders discussed capital market stability and next year's economic work, as covered in the flash section.
On October 23 the executive meeting studied population-development measures, skills training for full employment, and steps to support a birth-friendly society and the services sector.
On October 19 the executive meeting heard a progress report on the AI Plus initiative, approved in principle a draft Teachers Law revision and a draft Pricing Law amendment for NPC Standing Committee deliberation, and amended 14 administrative regulations.
Taiwanese analysts report that the fifth plenum of the Central Committee, which closed in late October, elevated Zhang Shengmin, the last remaining Central Military Commission general, to the Politburo without filling vacancies in the high command. This is analyst assessment rather than an official announcement.
White paper: More Just and Equitable Global Governance: China's Principles, Proposals and Actions (background; published June 17, 2026 by the SCIO)
The paper sets out China's proposals for a more just and equitable global governance system and presents them as a roadmap for reform.
It stresses that upholding the UN's authority and status is fundamental to implementing the initiative.
It has five main parts, covering global challenges, the Global Governance Initiative, China's contributions, the direction of change, and the way forward.
White paper: Hong Kong: Safeguarding China's National Security Under the Framework of One Country, Two Systems (background; published February 10, 2026 by the SCIO)
The paper sets out the central government's responsibility for national security matters concerning Hong Kong and the HKSAR's achievements in meeting its constitutional duty.
It frames the period as a move from disorder to stability and calls for high-standard security to support one country, two systems.
Policy document: Interim Measures for the Administration of AI Anthropomorphic Interactive Services (background; issued April 10, 2026 by the CAC with four other departments, effective July 15, 2026)
The measures cover services that simulate personality traits and communication styles in continuous emotional interaction for the domestic public.
Providers must clearly tell users they are dealing with an AI system rather than a human.

The PBOC cut the one-year pledged supplementary lending rate by a quarter point to 1.5 percent and announced higher relending support for technology innovation.

Xinhua and the NBS framed Q3 growth as on track for the annual target while noting the economy's downward pressures.
Global Times and China Daily ran coverage of Wang Yi's Middle East meetings and the planned envoy visits, with China Daily framing the push as easing regional tensions.
The MFA spokesperson used its briefings to rebut the UK's AI hacking claims and to blame Japan for ties strain.
State media coverage of the Bessent-He Lifeng call was limited to a commerce ministry readout describing talks as frank and constructive.
My read: state media is projecting confidence on growth and diplomacy while staying defensive on the EU, Japan and US restrictions.

Method and gaps
Could not verify: whether the Ministry of Commerce or BIS published the Shenzhen talks or an APEC meeting agenda; whether a Russian defense minister visit to China took place (raised at the November 3 MFA briefing with no answer found); the outcomes of the early-November launches; any NPC Standing Committee session in the current period; any Five-Year Plan implementation documents issued in the last 72 hours; and any new employment or social-policy measures this week. Russia, Global South and broader foreign-policy coverage were thin because the search budget was exhausted. Items drawn from secondary or think-tank sources (AEI/ISW, Multibagg, Taipei Times, PANews) should be checked against primary texts before circulation. The Chinese side's details of the EU preliminary trade deal and the US call readout were not in primary form.
